I have used SP for a long time - don't know if this will help but I changed over to the hairdryer style of heatgun and this helped a lot. I use the Shrinkles brand of SP for children. As to the paint flakin...Your charm looks beautiful! As to the paint flaking, as Carol said I used mine quite watered down and it didn't flake.
